Wahlgesetz
Das Wahlgesetz ist ein Gesetz für die Regelung und die Durchführung von Wahlen. Erst- und Zweitstimme bleiben erhalten (vgl. Bundesgesetzblatt 2023 I Nr. 147).
Die Erststimme ist für einen Wahlkreisbewerber vor Ort und für einen bestimmten Wahlkreis. Die Zweitstimme ist für die Landesliste einer Partei, denn Parteien werden gewählt in Deutschland, und in den USA wir haben ein Mehrheitswahlrecht mit Wahlmännern ("Electors" über das Electoral College System).
Wichtig für die Zusammensetzung des Bundestages ist allein das Ergebnis der Zweitstimmen. Denn aus dem Zweitstimmenergebnis ergibt sich die Zahl der Sitze, die einer Partei im neu gewählten Parlament zukommen.
Überhang- und Ausgleichsmandate, die nach dem früheren Wahlrecht noch in einem späteren Schritt hinzugerechnet wurden, sind nicht mehr relevant.

He was the first Democrat to win the Presidency after the Civil War (April 12, 1861-May 26, 1865) and the first US President to serve in non-consecutive and executive terms.
